After what happened in Japan, I drwa your attention to the lack of emergency alarm system in the institute. THE MOST BASIC THING IS NOT THERE AND WE TALK ABOUT 'NET nai ata'..
Roorkee lies at the border of Zone 4 and Zone 5 earthquake vunerable regions, zone 5 being the highest.
WE ARE IN A HIGH RISK ZONE!!
The maximum intensity eartquake wave is usually preceeded by smaller waves and we get a small time of 1-2 minutes to run to safety. So this emergency alarm is so obvious, it has to be there, but it isn't. They should be installed in every building- Hostels, Library, Main Building, CC etc. immediately.
Other than earthquake, i dont think there is even any fire alarm system atleat in bhawans (correct me if I am wrong).

I think Nischal is right.. A very good question indeed. IIT roorkee has the best earthquake department in Asia(atleast this is what I have heard)..Fire alarm and smoke detection is being installed in all the new buildings that are being built for example the LHC, library.. etc
This should be put up in front of the administration for consideration. But I dont know any institution that actually installs an earthquake detector in every building. May be they are monitoring the forecasts in the earthquake dep. but i am unsure of whether it is a feasible idea or not.

Why would you need an earthquake detector in every building? Earthquakes, unlike fires don't usually affect just one building.
I have seen a lot of fire safety in the new buildings and there are also fire extinguishers in the old buildings too(iirc).
If anything, they should improve the internet in case of contact required during emergencies.

I am not suggesting an automatic EQ detecting system. I am only saying that a central siren should be there in buildings, whose button can be pressed as soon as anyone finds out about the emergency. But yah! having such gr8 drunkards in the institute can turn that into a joke. So the button can be kept near to the guard's room.

To all my dearest IITR counterparts... If you're in the Central library, PLEASE don't feel safe. There exists ZILCH fire safety out there. The "Break-in-case-of-emergency" glass is covered by a paper written "In case of emergency call this number". Correct me if I'm wrong but then isn't Library the place where fire protection is supposed to be the best?? "Knowledge worth millions" they say is stacked up there. Still, the Fire system is worth rags, and in case of fire the dumb sprinklers there are not gonna work. So, be wise and run away if you feel there's gonna be fire there. You are your own safety measure out here!!!

On the earthquake part, I think what you are asking for is some drill that studets should be made familiar with in case of an EQ? That would be beneficial I think. Maybe NSS could take that up??

UPDATE:
The LHC also has a dummy Fire System. Its central processor and switch module are power down and under a 1cm blanket of dust. So don't get happy looking at all the red boxes put up for fire detection and alarming. I guess it's a common practice for IITR to buy stuff just as showpieces (read: iMacs at central library); much like a BMW 5-series with an empty tank. Looks awesome but won't work. Have a safe stay folks!

There is an earthquake and other disaster management workshop held every year at the Earthquake Department during Cognizance. Not completely sure, but they do it once during the other sem as well, I guess.
Too bad it ain't as cool as "saving the world- the green way" or other such gimmicks.

i totally agree with "Shah Megh Anil" ,the emergency equipments are there in LHC as well as new hostels but no one knows whether they will work in need or not because the authorities havn't done any mock drill or any other such thing to plan for an emergency situatuion which i think is a must for this high earthquake risk zone.....even in my bhawan that's RKB there are "talking units" installed in every floor for emergency but most of them are dummies with already broken glasses....
and one thing for the thread starter ,, its good that you are thinking about the emergency sitiuation but i think its obvious that if u experience an earthquake u will surely not wait for the gaurd's pressing the panic button ,to run and save your life....the best way to have less damage in earthquake is fast and effective after services.
and fully planned institute's disaster mitigation and management polices

dont give tht sh*t.......dude seriously ppl like u r responsible 4 stopping atleast 50 % of new good proposals ...think about the condition when u r drunk or asleep...siren is a must!
i absolutely agree that there should be a siren or any such alarming system maybe by mike ......btb i didnt see any amp installed at the bhawan for emergencies
i would also suggest cc cams at the mess entrances near bags shelves to ensure that no body picks up the 'wrong' bag or steals anything from it.....(neednt necessarily be students)

@sriharsha........its good to give an idea and for that i appreciate the start done by the thread starter but this think tank is for healthy discussion and every body is free to give his ideas ,,i have presented my opinion thinking about all the feasibility ideas....and for being drunk if u think alarm will help u so man u r wrong u cant expect a drunk person to come out of a multistorey hostel after listenng to the alarms.
u can't say this to authorities of iits ,that students may be drunk at the time of earthquake so please put an emergency alarm system.
my serious advice to u is that plz use think tank for discussing ideas ,and trying to make them feasible and convincing for the authorties so that we can have a change in our campus...just talking and saying other ideas s**t is not going to help ...and about ur statistics of 50% of good proposals ...i want to say that ,the failure of them is beacause they are not able to convince the authorities,,
man authorities are not going to change ,then the responsibility is on our side to work hard in making an idea feasible ....think with cool mind yaar coz u r among the campus thinkers that are needed for getting changes in campus,
we can have a change..

But then there is one more thing. What if they do get a highly sensitive earthquake alarm equipment, and considering the fact that we continuously feel tremors which we conciously are not aware of,.. what if the equipment doesn't work properly and be cause for crazy hoaxes? Man, I hope it happens before 2012. Campus scene would be hysterical! xD =P

@Sriharsha - Big LOL. Epic post. all things you could only think about drunk students! Hahaha! and about the bags that can get stolen at mess entrances? You might now want cams even at the Temple so that no one steals chappals? what about bathrooms to avoid running taps? what about staircase to help those slipped and fell on them? what about streets for to help those chased by dogs? what about labs to prevent broken testubes? Then eventually the no. of staff working at IIT Roorkee will exceed the no. of students and hostels will have to be alloted to them! HAHAHA.. this is EPIC ! :D

Talking about Earthquake alarm system may be a higher talk at the stage. Even there is not appropriate fire alarming system at Library,which is most vulnerable to fire. However, there are extingushers at some of the place.
